Who qualifies and what the card costs
To qualify, you must live in or own a residence within the City of San Diego's Council-defined districts. A San Diego County address outside the City is not enough, and business addresses do not qualify.

How to apply or renew
Start on the City of San Diego golf page, continue to the ForeUP account flow, and complete identity and residency verification through ID.me. Use the same email address for ForeUP and ID.me.

Documents, military and student qualification
Identity proof establishes who you are. Examples include a driver's license, state ID, passport, or passport card. A passport can prove identity, but it does not by itself establish a San Diego residential address.
Residency or qualifying-property proof establishes the City address. The City's linked guidance lists examples such as a California driver's license or auto registration showing the City address, or a current property-tax bill showing the qualifying City property. The list is not necessarily exhaustive, so follow the documents requested in the live application.

Where the card works
The City card is used for resident treatment at Torrey Pines, Balboa Park, and Mission Bay. It is not a countywide discount card and does not control separate resident programs run by other cities or course operators.

Booking and check-in rules
Resident reservations 0–7 days ahead have no booking fee. A valid card is required for resident advance-reservation treatment 8–90 days ahead, with the per-player fees shown above.
Bring the valid card to check-in to receive the resident rate. The card does not create a separate guaranteed or priority tee sheet, and booking fees are separate from the green fee paid on the day of play.
