The short answer
Public is the broadest access label. It generally means non-members can book at least some tee times. Municipal, daily-fee, resort, and semi-private describe more specific ownership, operating, or access models; a course can fit more than one of those descriptions.
Private and restricted-access courses may require membership, invitation, sponsorship, military eligibility, identification, resort status, or another qualification. Policies can change by day, time, season, residency, booking window, membership status, resort-guest status, event schedule, or property-access rules, so always confirm the current course policy.

These are practical, directional definitions rather than guarantees. Operators may apply the labels differently, and current booking and property-entry rules control.

What is a public golf course?
At a public golf course, non-members can generally book at least some tee times. Public access does not identify who owns the property: municipal, daily-fee, resort, and semi-private facilities may all offer public play.
Public does not necessarily mean government-owned or unrestricted. Booking windows, resident rules, rate differences, event blocks, and other course-specific requirements may still apply.
What is a municipal golf course?
A municipal course is owned, operated, managed, or overseen by a city, county, district, or other public entity. That entity may use a contracted operator, and the course is generally intended to provide public recreational access.
Resident rates, priority windows, and reservation rules may apply. Municipal describes ownership or operation, not format: it does not mean a course is always inexpensive, easy, short, lower quality, or governed by the same rules as another municipal course.
What is a daily-fee golf course?
A daily-fee course is generally commercially or privately operated and allows non-members to purchase an individual round. It may also sell memberships, loyalty programs, or discount plans, with public prices and booking windows that vary.
Public and daily-fee are often used loosely as synonyms. Daily-fee is more specific: it describes an operating model within the broader universe of courses offering public play.
What is a resort golf course?
A resort course is associated with a hotel, resort, or hospitality property. Some accept public bookings, while others may prioritize resort guests, members, packages, or particular advance windows.
A hotel stay may or may not be required, depending on current policy. Public and resort are not mutually exclusive: resort does not automatically mean private.
What is a semi-private golf course?
A semi-private course combines a membership model with some level of non-member access. Public times may be limited by day, time, season, or advance window, while members may receive preferred access or pricing.
The term is not applied consistently across every course, so it should not be treated as a promise of any specific number of public tee times.
What is a private golf course?
A private course primarily serves members and their guests. Playing may require membership, invitation, sponsorship, reciprocal privileges, or participation in an approved event.
A public-facing website does not prove public access. Even a visible reservation experience may be intended only for eligible players and does not necessarily permit unrestricted public play.
Military and restricted-access golf courses
Military and other restricted-access facilities may base access on military status, identification, sponsorship, advance approval, residency, affiliation, or other eligibility. The exact mix varies by facility and can change.
The ability to reserve a tee time may not guarantee entry to the property. Verify both tee-time eligibility and physical-access requirements with the facility before traveling.
Course access is not course format
Par-3, executive, and full-length describe the playing layout. Public, municipal, daily-fee, resort, semi-private, private, and restricted describe access or operation.
Valid combinations include municipal and full-length, public and executive, resort and full-length, daily-fee and par-3, or semi-private and full-length. One label does not determine the other.
When Play Golf SD shows tee times
Some course pages show recently checked tee times with a freshness stamp. Availability is not guaranteed, and every reservation is completed on the official course website.
Other course pages provide an official booking link without showing recent tee times. Those courses may still be publicly bookable, and courses with recent results may still have residency, rate, or property-access rules.
Whether Play Golf SD shows recent times does not measure course quality, ownership, or public access. Play Golf SD does not book, hold, purchase, or guarantee tee times.
Which access model fits your round?
For the broadest non-member options, start with public courses and then compare the more specific model. Municipal golf may be useful when local programs and resident policies fit your plans; daily-fee golf offers pay-per-round access; resort golf can pair a round with hospitality, though a stay is not universally required.
Semi-private access may work when public windows align with your schedule. For private, military, or restricted facilities, establish your qualifying path and property access before treating a displayed time as bookable.
San Diego examples
Mission Bay is a City of San Diego municipal course and shows recent tee times. Maderas is a daily-fee course with an official booking link. Pala Mesa is a resort course that shows recent tee times; confirm availability and complete booking on its official TeeItUp page.
Admiral Baker North is military-operated. Navy material identifies it as an off-base facility open to the public, but golfers should still confirm current booking eligibility and property-access requirements with Navy MWR before traveling.
